A graduate of Pomona
College with a degree in Economics, Mr. Hart began his investment career in 1982 with a firm that was a
pioneer in developing computerized analytical systems for portfolio management
and trading. This led to a partnership in an investment banking firm providing
merger and acquisition advice as well as institutional portfolio management
consultation. He serves on the boards of directors of numerous public and
private companies, and is CEO of PICO Holdings, Inc.
Dorothy Timian-Palmer, P.E., President and Chief Operating
Officer

Ms.Timian-Palmer is a 1983 graduate from the University
of Arizona with a Bachelor of Science degree in Engineering, specializing
in water resources. She has 25 years of experience within the water resources
field including both agricultural and municipal water management. During the
past five years of her engineering career she held the position of Utilities
Director for Carson City, Nevada, one of the fastest growth areas in the west.
Under her leadership, water management programs such as groundwater recharge,
conjunctive use management, and wastewater reuse were implemented. She has
extensive experience in water rights acquisition, rate making theory, water
production and storage, water treatment, and supply distribution. She holds
State of Nevada licenses for both Professional Civil Engineering and Water
Right Surveying.
James F. Mosier,

A 1970 graduate from Ohio State University,
Mr. Mosier graduated from the University of North Carolina School of Law in
1973. He served for two years as Assistant Attorney General in the Ohio Attorney
General's Office and as an attorney for the
Ohio Department of Insurance from 1975 to 1981. He is currently General
Counsel and Secretary of PICO Holdings, Inc.
Stephen Hartman,

A 1970 graduate of California State University at Northridge, Mr. Hartman
attended and graduated from University of San Diego Law in 1973. He
served as a law clerk to Nevada Supreme Court Justice Cameron Batjer and later
entered private law practice concentrating in the real estate field for over
25 years. He has been involved in the area of governmental relations
and land use planning involving a multitude of jurisdictions and projects
over his career. He served 12 years as a member of the Nevada Board
of Bar Examiners, and is a former chairman of the Carson City Redevelopment
Agency and of the Carson City Open Space Advisory Committee. He currently
serves as vice president of corporate development, and assists as corporate
counsel to both Nevada Land and Resource Company and Vidler Water Company.
David A. Merrill, P.E.,
Vice President of Project Engineering

A 1986 Graduate of the University of Nevada, Reno, with a Bachelor of Science degree in Civil
Engineering, he has over 20 years of experience in civil development related projects.
During his eight years with a Carson City consulting
firm, he designed and performed construction management for subdivisions,
roadway, sewer and water projects. He was a Senior Engineer for the Carson City Utilities
for 5-1/2 years, where he designed and oversaw the construction of numerous utility extensions and
replacements. He is a registered Professional Engineer in Nevada and Arizona,
and a licensed Water Right Surveyor in Nevada.
Donald A. Pattalock, M.S.,
Vice President and Chief Geologist

Mr. Pattalock holds a Bachelor of Science degree in geology from California State University, Sacramento, and
a Master of Science degree in Mineral Exploration from the University of Leicester, England. Since 1994,
Mr. Pattalock has been involved in resource based industries, including real estate development,
environmental permitting, mining/exploration, renewable energy, power generation and water resource development.
He currently serves as Vice President and Chief Geologist for Vidler Water Company and Nevada Land and
Resource Company, LLC; he has been with Vidler since January 1999.
Greg L. Bushner, R.G.,
Vice President of Water Resources Development
x Mr. Bushner received
a Bachelor of Science degree in geology from Northern Arizona University in 1983.
He specializes in hydrogeology, artificial groundwater recharge projects, and water well drilling.
His consultant career included serving as Practice Leader for Groundwater Resources at URS
Corporation from 2002 to 2006, and Associate Hydrogeologist with HydroSystems,
Inc. from 1994 to 2002. Prior to consulting, he was with the
Arizona Department of Water Resources from 1985 through 1994,
where he managed the Surface Water/Recharge Section of the Hydrology Division.
He currently serves as Vice President of Water Resources Development and Chief Hydrogeologist
for Vidler Water Company; he has been with Vidler since June 2006.
